The District President oversees the District staff and provides ecclesiastical supervision to all church workers, and carries out the duties assigned in the synodical bylaws (Constitution Art. XI; Synod Bylaws 4.4.1ff.).
The focus for ministry is clearly stated by the District Board of Director’s Statement of Mission: “The Northwest District exists so that congregations and church workers live fully as committed followers of Jesus to reach the lost, disciple the saved, and be essential participants and witnesses in their communities.”
Note: The LCMS is organized primarily as a structure of influence. Article VII of the LCMS Constitution makes this explicit: “In the relation to its members the Synod is not an ecclesiastical government exercising legislative or coercive powers, and with respect to the individual congregation’s right of self-government it is but an advisory body. Accordingly, no resolution of the Synod imposing anything upon the individual congregation is of binding force if it is not in accordance with the Word of God or if it appears to be inexpedient as far as the condition of a congregation is concerned.” Thus, district staff and work are structured in a way to support the ministry focus of leaders “on the ground” as they follow the direction of the Holy Spirit through the Word of God.
